Effective September 25, 2026
1. Acceptance of these terms
By accessing this website, using the CLEInspection Lead Advisor, submitting a request, creating or using a staff or client account, or purchasing a service, you agree to these Terms & Conditions and acknowledge the Privacy Policy. If you do not agree, do not use the website or its tools.
“CLEInspection,” “we,” “us,” and “our” refer to the CLEInspection business and the entity identified in the applicable proposal, invoice, inspection agreement, Local Agent agreement, or other signed service document.
2. Website information is not a service engagement
The website provides general information and a way to request services. Visiting the website, using the AI advisor, submitting a form, receiving an estimate, or exchanging messages does not by itself create an inspector-client relationship, contractor-client relationship, Local Agent-in-Charge appointment, property-management relationship, fiduciary relationship, attorney-client relationship, or other professional engagement.
A service begins only after CLEInspection accepts the work and the parties complete any required proposal, agreement, authorization, payment, affidavit, or scheduling confirmation. If a signed agreement conflicts with these website terms, the signed agreement controls for that service.
3. Scope of services
CLEInspection may offer lead risk assessments, lead-based-paint inspections, clearance examinations, qualifying renovation or repair services, rental-compliance assistance, Local Agent-in-Charge services, Property Watch monitoring, and related consulting. The exact scope, property, areas inspected, exclusions, price, deliverables, timing, and responsible contracting entity will be stated in the applicable written agreement.
Local Agent and compliance services do not include leasing, rent collection, tenant placement, routine property management, legal representation, emergency maintenance, repairs, court appearances, or payment of an owner's obligations unless expressly included in a separate written agreement.
4. Inspections, reports, and certification
- An inspection or assessment describes conditions observed or tested within the agreed scope and as of the inspection date. Conditions may change afterward.
- Unless expressly stated otherwise, inspections are limited to accessible areas and are not destructive. Concealed, inaccessible, obstructed, unsafe, or excluded conditions may not be discovered.
- Sampling represents the locations and materials sampled; it does not establish the condition of every unsampled surface, room, system, or material.
- No inspection result, report, repair recommendation, clearance result, City approval, registration, certificate, exemption, grant, funding decision, deadline extension, or legal-compliance outcome is guaranteed.
- The City of Cleveland, Ohio Department of Health, laboratory, or other appropriate authority—not CLEInspection—makes its own final regulatory and certification decisions.
Reports are prepared for the identified client and intended purpose. No third party may rely on a report unless CLEInspection expressly agrees in writing.
5. Property Watch limitations
Property Watch is a supplemental monitoring service. It reviews selected electronically available public datasets. Government sources may be delayed, incomplete, unavailable, changed without notice, or contain errors. A record may exist before it appears electronically, and a source may remove or revise information.
Property Watch is not an emergency service, title search, legal docket service, substitute for official notices, or guarantee that every violation, citation, investigation, condemnation, registration issue, certificate change, deadline, or other event will be detected or delivered before consequences occur. Owners remain responsible for mail, official portals, property conditions, deadlines, tenants, contractors, registrations, certificates, fees, fines, orders, and legal obligations.
Online Property Watch enrollment applies only to the Cleveland parcels selected during checkout. The customer confirms that they own the property or have authority to request monitoring and communications concerning it. Monitoring begins after successful payment confirmation and parcel activation. CLEInspection may contact the customer to resolve ownership, address, parcel, recipient, or public-record discrepancies.
5A. Property Snapshots
A Property Snapshot is dated photographic documentation with factual notes about readily visible conditions in the purchased exterior, interior, or complete scope. It is not a home inspection, engineering evaluation, code inspection, appraisal, environmental assessment, safety certification, repair diagnosis, or advice about whether to buy, sell, occupy, finance, or repair a property. CLEInspection does not test systems, determine causes or severity, estimate repairs, or guarantee that every condition will be visible or photographed.
The customer must provide accurate property and contact information, authority to enter, safe access, occupant permission, and working lockbox, key, tenant, owner, or property-manager arrangements. Requested visit times are preferences until CLEInspection confirms the appointment. Areas that are locked, obstructed, unsafe, occupied without permission, or otherwise unavailable will be identified as inaccessible when possible.
If CLEInspection arrives for a confirmed visit and customer-controlled access fails—including an incorrect code, unavailable key, refused tenant access, absent contact, or missing permission—a $99 no-access fee applies. The remaining prepaid service balance may be transferred once toward a rescheduled visit made within 30 days, subject to availability; a second failed-access visit requires a new service payment. Conditions outside the customer's control may be reviewed individually.
Standard online pricing covers one residential unit up to 2,500 square feet within the selected travel zone. Multiunit, larger, commercial, unusually complex, unsafe, or out-of-area properties require written confirmation or a custom quote. Recurring monthly and quarterly orders renew through Stripe at the interval shown during checkout until canceled before the next charge. Canceling stops future charges but does not ordinarily refund a completed charge or cancel work already performed or scheduled.
5B. Lead-service online orders
Published online risk-assessment pricing is $499 for the first standard residential unit and $399 for each additional same-building unit included in the same coordinated inspection. Published online clearance pricing starts at $399 for the first standard residential unit or work area and $325 for each additional same-building unit included in the same coordinated clearance scope. The checkout total is based on the units the customer identifies, but CLEInspection must confirm the legally and technically appropriate scope before the appointment.
Multi-unit XRF inspections and multi-unit readiness walkthroughs require a written quote. Common areas, exterior areas, units over 2,500 square feet, commercial buildings, separate work areas, unusual or unsafe conditions, specialized samples, retesting, rush work, inaccessible areas, and extended travel may require a revised written scope and additional payment before work proceeds. A paid order covers only the units and areas stated in the confirmed scope; it does not automatically cover an entire building.
A readiness walkthrough is a limited visual preparation review. It is not a lead inspection, risk assessment, clearance examination, certification decision, or guarantee of later testing results. Professional pre-inspection cleaning does not repair deteriorated paint, correct other lead hazards, or guarantee clearance or certification.
If CLEInspection arrives for a confirmed lead-service visit and customer-controlled access fails—including an incorrect code, unavailable key, refused tenant access, absent contact, or missing permission—a $99 no-access fee applies. Requested appointment times remain preferences until CLEInspection confirms the visit.
Property Watch included with qualifying Cleveland certificate inspection work is supplemental monitoring under Section 5 and begins after the paid order and property are activated. CLEInspection performs the agreed inspection and reporting services; the City makes all certificate, exemption, registration, and compliance decisions.
6. Local Agent-in-Charge services
A Local Agent-in-Charge appointment requires a separate written agreement and the City's required documentation. A website request does not appoint CLEInspection or any individual as a Local Agent-in-Charge.
Online Local Agent enrollment is an automatically renewing annual subscription priced at $499 per covered property per year unless a different written portfolio price applies. The annual price includes ordinary setup, City affidavit preparation, standard notarization, and Property Watch (a $99 annual value). Government fees, unusual notarization, travel, inspections, repairs, emergency response, and work outside the included service are separate.
The owner must provide accurate information, maintain insurance, promptly share every notice, remain reachable, authorize and fund necessary work, correct unsafe or noncompliant conditions, and comply with all legal obligations. The owner remains primarily responsible for the property. The separate Local Agent agreement will address authority, owner indemnification, response procedures, additional charges, insurance, and termination.
Ending payment or requesting cancellation does not automatically remove a Local Agent from City records. Responsibilities may continue until the City accepts replacement or removal documentation as provided in the separate agreement.
6A. Rental-registration assistance
Rental Registration Assistance is an administrative service that helps organize owner-supplied information, prepare or submit the City application, preserve the receipt, and track the City response. CLEInspection does not guarantee approval, issue the registration, provide legal advice, or assume the owner's compliance obligations. The City of Cleveland makes the final decision.
The published CLEInspection service fees are $99 for a new registration, $69 for an annual renewal for the same customer and property, and $149 for registration assistance with one year of Property Watch. City registration charges, late fees, inspections, Lead Safe services, Local Agent service, repairs, professional services, and other outside costs are separate.
Payment is collected only after CLEInspection reviews the request and confirms the appropriate service. Work begins after payment is confirmed. The customer must provide accurate information and requested documents promptly. Property Watch included with the $149 package begins after payment and property activation and lasts one year.
6B. Repair proposal service
The $149 repair-proposal service is separate from a Property Snapshot and from any repair project. The fee covers coordination of a contractor proposal for the selected documented concern. It does not authorize construction, guarantee that a contractor will accept the work, or include repair labor, materials, permits, testing, design, engineering, or professional opinions.
The proposal fee must be paid before a contractor is scheduled. If customer-controlled access fails after a confirmed arrival, $99 of the fee is charged for the documented no-access visit and the remaining $50 may be credited once toward a rescheduled proposal visit. The customer must pay an additional $99 before that visit is rescheduled. No no-access fee applies when the failure is caused by CLEInspection or the assigned contractor.
Any resulting repair proposal is a separate CLEInspection offer with its own scope, price, exclusions, schedule, payment terms, and warranty. Changes require written approval and any required payment before additional work begins. A proposal request does not create a construction contract.
6C. Free Property Record Search
The Free Property Record Search is a one-time informational search of selected electronically available public sources for one Cleveland parcel. The offer may be used once per email address and once per property parcel. CLEInspection may refuse duplicate, automated, abusive, misleading, unauthorized, or technically suspicious requests.
The search is not ongoing monitoring, a title examination, legal opinion, compliance certification, official notice, or assurance that no issue exists. Government information may be incomplete, delayed, unavailable, revised, or removed. When a source cannot be verified, CLEInspection may hold the report for review rather than provide an incomplete or misleading result.
The search form separately explains that the free report is offered in exchange for joining CLEInspection's email list. Marketing consent is optional in the sense that a person may decline the offer, but it is required to receive this specific free promotion. Consent may be withdrawn at any time using the unsubscribe link or by contacting CLEInspection.
7. AI Lead Advisor
The AI advisor provides general educational information and may generate incomplete, outdated, or incorrect responses. It is not a substitute for an inspection, report, qualified professional, official City record, healthcare provider, or attorney. Do not rely on it for emergencies, medical decisions, legal advice, statutory deadlines, exposure diagnosis, or a final determination of compliance.
Do not enter Social Security numbers, payment-card data, passwords, private medical information, tenant health information, API keys, or other confidential or sensitive information into the AI advisor.
8. Customer responsibilities
You agree to provide accurate and complete information; disclose known hazards, orders, prior reports, renovations, access restrictions, and relevant property history; obtain required owner and occupant permissions; provide safe and timely access; keep children, pets, and unauthorized persons away from testing areas; and follow preparation instructions.
You are responsible for reviewing all reports, notices, dates, invoices, and recommendations and for asking questions promptly. You must not alter, misrepresent, selectively reproduce, or use a report for a purpose outside its stated scope.
9. Pricing, payment, cancellations, and additional work
Website prices are estimates or starting prices unless expressly identified as fixed. Final pricing depends on the accepted written scope. Government charges, permit or registration fees, unusual laboratory analysis, inaccessible conditions, added units or areas, extended travel, expedited work, reinspection, re-clearance, missed access, repairs, and work outside the original scope may cost extra.
Property Watch purchased online is an automatically renewing annual subscription priced at $99 per covered property per year unless a different written price applies. Stripe processes the payment and displays the amount due before purchase. The subscription renews annually using the saved payment method unless canceled before the renewal date. Cancellation stops future renewal but does not ordinarily refund the current service year after monitoring has begun, except when required by law or expressly agreed in writing. To cancel, contact mike@cleinspection.com. Cancellation of Property Watch does not cancel or remove a Local Agent-in-Charge appointment.
Payment terms, deposits, cancellation charges, rescheduling, refunds, late charges, and collection costs are governed by the applicable proposal or service agreement. CLEInspection may pause or decline work for nonpayment, unsafe conditions, lack of access, missing authorization, inaccurate information, abusive conduct, conflicts of interest, or work outside its qualifications or capacity.
10. Calls, texts, and email
When you provide contact information and submit a request, you authorize CLEInspection to respond about that request or service by phone, text, or email according to your stated preference. Message and data rates may apply. This permission does not require you to purchase anything and is not consent to unrelated automated marketing. You may ask us to stop nonessential messages, but we may still send communications necessary to an active service, account, safety matter, payment, or legal obligation.
11. Public records and third-party services
The website may display or link to government records, laboratories, maps, payment services, email providers, AI providers, contractors, or other third parties. CLEInspection does not control or endorse all third-party content and is not responsible for its availability, accuracy, privacy practices, security, pricing, or performance.
12. Acceptable use and intellectual property
You may use the website only for lawful purposes. You may not interfere with security, attempt unauthorized access, scrape or copy protected content at scale, submit malicious code, impersonate another person, misuse another property's information, or use the website to harass, deceive, or violate another person's rights.
The website design, original text, branding, reports, forms, software, and other original materials are owned by CLEInspection or its licensors and may not be copied, sold, altered, or redistributed except as allowed by law or written permission. Public records remain subject to their source terms.
13. Disclaimer of warranties
To the fullest extent permitted by law, the website, AI advisor, Property Watch, public-record displays, and general information are provided “as is” and “as available.” CLEInspection disclaims implied warranties of merchantability, fitness for a particular purpose, title, and noninfringement. We do not warrant uninterrupted operation, error-free data, delivery of every alert, or any particular regulatory or business result.
14. Limitation of liability
To the fullest extent permitted by law, CLEInspection will not be liable for indirect, incidental, special, consequential, exemplary, or punitive damages; lost rent, profit, use, opportunity, data, financing, sale, or business; or fines, penalties, repair costs, relocation costs, personal decisions, or third-party claims arising from website use, AI output, delayed or unavailable public data, or matters outside an accepted service scope.
For claims arising solely from the website, AI advisor, or Property Watch, CLEInspection's aggregate liability will not exceed the amount you paid CLEInspection for the specific service giving rise to the claim during the preceding twelve months. Separate signed inspection, contracting, and Local Agent agreements may state service-specific limitations. Nothing in these terms excludes liability that cannot legally be limited or excluded.
15. Indemnification
You agree to defend, indemnify, and hold CLEInspection and its owners, personnel, and service providers harmless from third-party claims, losses, penalties, and reasonable costs arising from your unlawful website use, inaccurate or unauthorized submissions, violation of these terms, or infringement of another person's rights. Local Agent-specific indemnification is governed by the City's affidavit and the separate Local Agent agreement.
16. Governing law and disputes
Ohio law governs these terms without regard to conflict-of-law principles. Before filing a claim, each party agrees to provide written notice describing the dispute and allow thirty days for a good-faith attempt to resolve it. Unless a signed service agreement requires another lawful process, exclusive venue for disputes will lie in the state or federal courts serving Cuyahoga County, Ohio.
17. Changes and severability
We may update these terms as services, technology, or law changes. The effective date above identifies the current version. Continued use after an update constitutes acceptance of the revised terms. If a provision is unenforceable, it will be limited to the minimum extent necessary and the remaining provisions will continue.
18. Contact
