If you rent a residential property in Cleveland, the property must be registered.

Cleveland requires non-owner-occupied residential properties to be registered, including a home occupied by family or friends when no rent is collected. Applications are submitted through the City’s Citizens Access Portal. Registration is renewed annually, and new rental properties must be registered before tenants occupy them.

Do not file the property as a rental simply because you intend to rent it later. CLEInspection will help identify the correct path before preparing the filing.

What you may need

Property tax statement
City-issued Lead Safe Certificate for rental units built before 1978
Ohio Secretary of State certificate when the property is owned by an LLC
Local Agent in Charge when the owner lives outside the permitted local counties
HVAC certification for certain buildings with four or more units
Utility bills when the owner pays the rental utilities

Where we help

We perform the licensed lead assessment and testing, prepare the inspection report, and help you understand the Lead Safe Certificate submission. We can also help identify whether Local Agent service applies to you.

Important: the lead risk assessment is submitted with the Lead Safe Certificate application. Once the City issues the certificate, the certificate—not the risk-assessment report—is uploaded to the rental-registration application.

Rental registration is renewed annually. Owners should review the City's current instructions and provide the required documents for the new registration period.

What is Cleveland's rental-registration fee?
